In the Mygiv community in the Nikolaev area, the company with a dubious reputation again won the tender without any competition. The tender for the restoration of water supply in the village of Sofiyivka, Pervomaisky district, funded by the European Investment Bank, was received by the company "Master-2", which appears in criminal cases regarding the waste of budgetary funds. The cost of the contract is UAH 14 million.
The tender was announced at the end of March 2025, and the auction was to take place on April 21, but only one company-"owner-2" took part in it. Her offer was at 881 thousand hryvnias lower than the expected value. This is the second time the company wins the tender without competition: in February the previous auction was canceled due to the violation, including because of the non -compliance with the requirements of the Antimonopoly Committee.
"Oblast-2" is known for its participation in criminal cases related to state funds in 2021–2022. Nevertheless, the company continues to win state tenders. According to YouControl, the company has been registered in 2012 and has since won contracts for over UAH 234 million. One of the last cases where the owner-2 won the tender without competition, was a row for the construction of an anti-radiation shelter for the school worth 47.4 million hryvnias.
Similar situations are also observed in other regions where companies with dubious reputation receive large state contracts without competition, which calls into question the transparency of tender procedures.
