President of Ukraine Volodymyr Zelensky has decided to withdraw Lieutenant General Ivan Havrylyuk from the rate of the Supreme Commander-in-Chief of Ukraine. The relevant decree of the President No. 304/2025 was published on the official website of the Presidential Office on May 12. This decision was made on the basis of a proposal of the National Security and Defense Council of Ukraine and in accordance with Article 8 of the Law of Ukraine “On Defense of Ukraine”.
The decree comes into force from the moment of its publication, which confirms that Havrylyuk is no longer part of the rate of the Supreme Commander of Ukraine. This decision is part of a series of personnel changes in higher authorities aimed at ensuring the effective defense of the country in war.
This step has become another in a number of changes concerning General Havrylyuk. Earlier, in early May, the Cabinet of Ministers of Ukraine dismissed him from the post of First Deputy Minister of Defense of Ukraine. There are no official explanations for the reasons for this decision, but such changes indicate increased attention to management structures in war.
These personnel changes may be part of a broader strategy for restarting military leadership, which is an important element in the current situation at the front. Personnel permutations may also indicate the desire to provide greater efficiency and responsibility in key positions in the field of defense and security of Ukraine.
As noted in the Presidential Decree, the changes were adopted on the basis of proposals of the National Security and Defense Council, which emphasizes the importance of consistency between the higher military and political leadership of the country. Gavriluk's removal from the rate may be part of a strategy for improving the coordination and efficiency of managerial processes at a high level.
