The process of screening compliance with the Ukrainian legislation of EU law, which is an important part of Ukraine's accession to Ukraine's accession to the European Union, has reached half, said the spokesman of the European Commission Guillaume Merissier. According to him, the reports on several clusters have already been transferred to the EU Council, and the whole process must be completed by the fall of 2025.
"As of today, screening of half clusters has been completed: the cluster 1 report was transferred to the EU Council on January 16, 2025. Clewers 2 and 6 are expected by the end of June 2025, during the presidency of Poland in the EU. Full screening will be completed by the end of 2025 - during the presidency of Denmark."
Upon completion of screening, Ukraine will be able to start negotiating with the EU on the adoption of relevant legislative acts. In particular, the cluster 1 “Fundamental Questions” has already been submitted to the EU Council, and the process of clusters 2 “Internal Market” and 6 “External Relations” is expected to complete the process.
The screening process, according to the mayor, goes with the speed that is the fastest in the history of joining negotiations. Despite the difficulties caused by the war, Ukraine demonstrates determination and devotion in the implementation of key reforms.
"From the beginning of the negotiations, Ukraine has shown a great deal of dedication and has been moving consistently in the implementation of reforms. We have already gone more than half of the path, and the screening process must be completed in the fall of 2025," the European Commission's spokesman added.
One of the main aspects of the process is the importance of consensus among EU Member States to open negotiations on different clusters. At the same time, there are some concern from individual countries, including Hungary, on the issue of the Hungarian minority in Ukraine. The European Commission operates with Poland to find decisions and promote dialogue between Ukraine and Hungary.
Given the high rates of screening, the European Commission hopes to open all clusters this year, if approval from the EU Member States has been received.
