In the context of preparation for the presidential elections in Russia, the Kremlin is making a campaign for the conclusion of a "new social treaty" between President Vladimir Putin and Russians in the regions. According to the representative of the Main Directorate of Intelligence of the Ministry of Defense of Ukraine (GUR) Andriy Chernyak, such a move is an attempt to reduce social tension in the country, generated by losses in the war against Ukraine and economic difficulties.
Due to the war with Ukraine, international isolation and economic difficulties, the standard of living in Russia has fallen, and the support of "its" (self -proclaimed people's republics) decreased. A campaign aimed at concluding a social contract is an attempt to support the regime before the election, taking into account the negative consequences of the war .
According to GUR, Putin promises to allocate funds to the regions for development, such as gasification, construction of roads, hospitals and schools. He also emphasizes the support of the participants of "his", "victory" of Russia, criticism of "ineffective" sanctions and national unity.
Analysts believe that the Kremlin focuses on reassuring the population of Russia and maintaining the support of war against Ukraine. Thanks to the implementation of a new social contract, the authorities expects to avoid destabilization within the country and maintain social stability during the electoral cycle.
According to the plans, the "elections" of the President in Russia will last three days - from 15 to 17 March 2024, and Vladimir Putin has officially declared his participation.
