The Verkhovna Rada of Ukraine registered the Bill No. 13180-1, which provides a new approach to employment of combatants (UBD). The initiative was presented by the Chairman of the Parliamentary Committee on Finance, Tax and Customs Policy Danilo Getmantsev.
The bill provides for the establishment of a standard of workplaces for UBD, depending on the number of employees with the employer:

1 workplace - for companies with 8 to 25 employees;

5% of the total - for enterprises with more than 25 employees;

10% - for public authorities and local self -government.
In order to stimulate compliance with the standards, the law provides for compensation for expenses to employers. It will cover the actual costs of paying personal income (PIT), military levy (VZ) and a single social contribution (ESA), provided that UBD has been employed continuously during the full reporting quarter.
Financing is also envisaged:

vocational training,

retraining,
-
UBD advanced training,
-
compensation to employers for employment of veterans.
These measures will be financed by the contributions of employers to the Compulsory State Social Insurance Fund in case of unemployment.
As Hetmantsev emphasized, the greatest obligation to employ the participants of hostilities is proposed to be put on state structures.
