To strengthen Russia's military, Putin is easing the path to citizenship for foreign fighters

President Vladimir V. Putin seeks to strengthen his army to struggle in Ukraine, while avoiding potentially unpopular mobilization of Russians.

Russian President Vladimir Putin approved the West, which simplifies the receipt of Russian citizenship for foreigners if they are enrolled in the army during the war in Ukraine. 

According to a decree that the Kremlin released on Thursday, foreigners who will sign an annual contract with the Russian army or volunteers in "army formations" during Moscow calls its "special military operation" in Ukraine, can apply for Russian citizenship for a rapid period. Benefits also apply to spouses, children and parents of conscripts.

Unlike those who go through the usual process of obtaining Russian citizenship, such foreigners will not have to live in the country for five years in a row for a residence permit before applying. They would also be deprived of the requirements to speak Russian and know the history and basic laws of the country.

The decision on such statements will last only a month instead of three, as usual, according to the decree.

The Kremlin has used such temptations twice during the war in Ukraine. For the first time Putin accelerated the process of obtaining citizenship for foreigners who joined the fighting in September 2022, when Russian troops were painful in Kharkiv region. Last May, the Kremlin even more simplified this process, canceling the requirement for the participation of foreigners in the fighting at least six months before looking for citizenship.

Since Putin, in September 2022, he ordered to call up to 300,000 reservists - an extremely unpopular step that became the first general mobilization in the country since World War II - the assumption that the army will need another wave to replenish their ranks. But the Kremlin insists that there are many volunteers and that the common call is not needed.

Last month, Putin stated that in 2023, 486,000 recruits went to the army and that 1500 were signed every day. He also ordered the army to expand 170 thousand to 1.32 million - the second such increase after invasion of Ukraine in February 2022.

The new mobilization round would be extremely unpopular among the Russian public, according to the survey, so the Kremlin has made a lot of efforts to avoid it. Russian cities have been pasted with posters who promise recruits high salaries and increased status. And in prison prisoners - including prisoners for murder - offer a pardon in exchange for what they will fight in Ukraine.

Last year, more than three million migrant workers arrived in Russia from the poorer countries of Central Asia Kyrgyzstan, Tajikistan and Uzbekistan. They usually work in the service and construction field, and many of them seek to obtain Russian citizenship.
In recent months, law enforcement officers have been pursuing foreigners who have Russian passports in the country, track them in mosques and in warehouses where many of them work. On New Year's Eve, more than 3,000 migrants were detained in St. Petersburg, the Russian Newspaper reports. And some migrants reported that they were forced to sign contracts with the army, reports the Russian Astra Information Edition.
In addition to the fact that Russia views migrants as potential recruits for war, Russia also rests with them because its economy is experiencing a sharp lack of labor, the common population is aging, and many plants seek to accelerate the production of weapons.
On Thursday, in addition to signing the decree on recruits, Putin approved the accelerated process of obtaining Russian citizenship for Ukrainian citizens who lived in Crimea before Russia's illegal annexation of the peninsula in 2014. This decree also applies to the citizens of Afghanistan, Iraq, Syria and Yemen, who were born in the Soviet territory and had Soviet citizenship.
