Subsidies for the heating season 2024-2025. New rules and a simplified application process

At the beginning of the heating season of 2024-2025, the Pension Fund of Ukraine (PFU) carried out automatic recalculation of housing subsidies for citizens who are already receiving state assistance for payment of utilities. The recalculation was carried out taking into account additional heating costs, so citizens received increased subsidies without the need to submit new documents. The Ministry of Social Policy of Ukraine reports about it.

Thanks to the new system of data exchange between state registers, the Pension Fund independently updates the necessary information about citizens and the amount of their income for the correct calculation of subsidies. This simplifies the process for recipients who had to regularly confirm their income and other important information. If citizens have not yet applied for a subsidy, it can be done through convenient digital channels, or directly at the PFC service center. The application can also be sent by mail or submitted through other services, including the action portal or administrative services (CNAP). Ukrainians can only submit one document that lists the family members, and the PFU will collect the necessary information from the official registers.

By November 30, 2024, citizens who will apply will be able to receive a subsidy with the accrual from October 1. If the application is submitted after November 30 but by December 1, the payments will be accrued from the month of the submission.

Housing subsidy is assigned when utilities exceeds the mandatory payment of the household. The calculation takes into account the average income per person, as well as the value of property and the rate of consumption of communal resources. The following categories of citizens are entitled to the subsidy: registered residents of residential premises; tenants of housing subject to a lease; internally displaced persons (IDPs) living in housing without lease, but with IDP certificate; minors or incapacitated persons under custody; Individual developers who have not yet commissioned housing but are already paid for utilities.

Since the spring of 2023, the application for a subsidy has become easier. Now it is enough to specify one family member, and the pension fund will automatically receive all the other information from the state registers. If the applicant has been denied the subsidy, it is possible to correct or supplement the submitted data within 14 days.

This means that the process of obtaining subsidies is now not only more accessible but also much more convenient for citizens who need help in covering increasing utility costs, especially in winter.
