Prime Minister of Ukraine Denis Shmigal has declared significant progress in the process of reservation of clergy. According to him, only technical issues that should be resolved in the near future remained. The head of government announced this on June 11 in his Telegram-channel after meeting with members of the All-Ukrainian Council of Churches and Religious Organizations.
"In December 2024, the government opened the opportunity for reservation of clergy. As of now, there are significant shifts in this direction. Technical work remains. The task of the State Service for Ethnopolitics and Freedom of Conscience has accelerated appropriate procedures," Smigal said.
During the meeting, the issue of spiritual support of servicemen was discussed. The Prime Minister stressed that the fighters of the Defense Forces of Ukraine need to strengthen spiritual support, and this is the demand for the acceleration of the process of replacement of military chaplains.
In addition, the government is working on the initiative to create a medical chaplaincy. According to Shmigal, the relevant legal act is currently undergoing interagency approval.
Recall that in December last year the government allowed religious organizations to book clergy from mobilization. The State Service of Ukraine for Ethno -Policy and Freedom of Conscience (Desx) has approved a list of critical religious organizations that have such a right. According to June 2025, 7736 religious organizations can book 100% of their priests. In total, there are about 30,000 religious organizations in Ukraine.
