It became known that the people of Kiev overpaid about UAH 300 million in 2022 due to inflated tariffs for the transportation of thermal energy.
Information on horrific overpayments has become known from the results of expertise of the Kiev Research Institute of Forensic Expertise (KNISE), which participated in one of the lawsuits. Experts find that the tariffs for transportation of thermal energy were included, almost 10 times higher than actual losses during heat transfer through pipelines. This made it possible for the operators of the heating networks to significantly overestimate tariffs, which led to multimillion -dollar overpayments of Kyivans.
According to market experts, such high tariffs were approved by the CSCA orders. As a result, this led to a situation where the people of Kiev paid much more than actual heat losses.
At the same time, the authorities of Kiev requires compensation for the difference in tariffs in the state. The KSCA estimates the total debt to the capital is UAH 6.8 billion. However, the authors of the publication pay attention to the lack of attention to other components that led to the increase in tariffs for the transportation of the heat energy of Kyivteploenergo in 2022 by more than 8 times.
All this raises the issue of transparency of tariffs and possible overpayments for billions of hryvnias for utilities. Today, the authorities are taking measures to initiate criminal proceedings in order to return overpaid funds and punishment of officials of Kyivteploenergo and officials from the KSCA.
