Pentagon confirmed that Donald Trump's decree on a 90-day pause in providing international support is not about military assistance to Ukraine. The document concerning development programs leaves unchanged under USAI and PDA programs.
Donald Trump's decree, signed on the first day of his residence in office, declared a 90-day pause to allocate funds for external development programs. This step involves reviewing the effectiveness of such programs and their compliance with US foreign policy. However, as the US Department of Defense confirmed, Ukraine's military support does not fall under this decree.
"Security assistance to Ukraine is not limited to a recent foreign aid decree, as it concerns only development programs, not military support," the US Defense Ministry noted.
It means that:
- The contracts for the manufacture of weapons for Ukraine, concluded under the USAI program (initiative to promote the security of Ukraine) remain valid.
- The supply of weapons from US warehouses under the PDA program (presidential program), declared by Biden administration, is also ongoing.
Thus, Ukraine will be able to continue to receive weapons and other military assistance that has been planned earlier.
Uncertainty about non -military assistance
At the same time, the decree may influence non -military programs related to the development, humanitarian support or help of international organizations. The US Embassy in Ukraine is currently refraining from comment and referring to the released text of the decree.
According to the document, all ministries and agencies responsible for foreign development programs must temporarily suspend their financing and carry out a thorough verification of efficiency.
This decree has already caused an active discussion among international analysts, as its content clearly demonstrates the priorities of Trump's foreign policy. However, Ukraine, despite all the risks, remains among the key US allies in the field of security.
