The two -party agreement includes 20 billion to strengthen the Mexican border. About one hundred billion is going to the needs of Ukraine , Israel and Taiwan.
Biden supported the bill and called on the Republicans of the House of Representatives.
But the speaker of the House of Representatives, Johnson, declared the bill "dead", making it clear that the House would not vote for him.
