Ukraine, together with the European Union, prepared its own version of a peaceful settlement of war with Russia and handed it to the United States during a meeting in London on April 23. The content of the document became a well -known Reuters agency, which released the key provisions of the joint vision of Kyiv and Brussels on April 25.
This initiative was a response to Washington's previous proposals, voiced by Donald Trump administration. At the heart of the Ukrainian-European plan-an unconditional ceasefire, the exchange of prisoners, security guarantees for Ukraine, the gradual resolution of the territorial issue, as well as a new approach to economic cooperation and restoration of the country.
Full ceasefire and humanitarian steps
The first step, according to the plan, should be an immediate and comprehensive cessation of hostilities - in the air, on earth and at sea. The parties should then begin technical consultations with the participation of the US and European partners in order to agree on the mechanisms of the armistice.
The introduction of silence regime involves international monitoring under the US leadership and with the support of third countries. In a parallel humanitarian bloc, Ukraine requires the immediate return of all deported children, the release of civilian hostages and the exchange of prisoners of war on the principle of "all".
NATO security guarantees
A separate item prescribed security guarantees for Ukraine. Despite the lack of consensus among allies on NATO membership in NATO, the plan provides for bilateral or multilateral agreements with guarantor states that undertake to protect Ukraine from re-aggression.
Such guarantees, according to the text, should be based on the principles of collective defense similar to Article 5 of the North Atlantic Treaty. Ukraine insists that there should be no restrictions on its territory for allied forces, their presence and weapons. Kyiv's strategic course for joining the European Union is also confirmed.
Territorial issues - after a truce
The issue of temporarily occupied territories is postponed until the ceasefire. The plan stipulates that borders will begin on the basis of control line. At the same time, Ukraine requires immediate return on control over key infrastructure sites - in particular the Zaporizhzhya Nuclear Power Plant, Kakhovka Dam, as well as Kinburn Spit and navigation on the Dnieper.
Economic part: resources and recovery
A separate part of the plan concerns the economy. The implementation of a large -scale bilateral agreement between the US and Ukraine on economic cooperation and the use of minerals is envisaged. It is, in particular, about rare earth resources.
The plan also includes full restoration of Ukraine at the expense of international assistance and confiscated Russian assets. It is proposed to create a mechanism of gradual withdrawal of sanctions from the Russian Federation - only if all points of the peace agreement are observed. If Russia violates the conditions, the restrictions will be automatically renewed.
