In the first quarter of 2025, Ukraine spent more than 1.2 trillion hryvnias from the general fund of the state budget. Prime Minister Denis Shmigal has informed about it during a public report. The main part of these funds was aimed at the needs of the security and defense sector, which remains the main priority in wartime. According to the Head of Government, more than 60% of all expenditures of the general budget fund were directed precisely for these purposes.
The government has funded salaries for servicemen worth UAH 365 billion. Almost 84 billion hryvnias went to purchase weapons, equipment, ammunition and food for defense forces. Shmigal noted that the state fulfills all obligations to Ukrainian defenders in a timely and in full, and assured that such policy would remain unchanged.
In addition to the defense direction, the government retains priorities in the field of social protection and health care. In the first four months of the year, almost UAH 213 billion was spent on social payments, assistance and scholarships. The Medical Guarantee Program, which is implemented by the National Health Service of Ukraine, has received more than UAH 50 billion. Due to this, the health care system preserves the opportunity to provide citizens with basic medical services, even in war conditions.
Another important area of expenditures was the support of local self -government. Almost 54 billion hryvnias have transferred to the places to ensure stability, the functioning of infrastructure, as well as assistance to communities under special load through war. The government emphasizes that strong and self -sufficient communities are the basis of national stability.
