At a meeting of the Cabinet of Ministers of Ukraine, a decision was made to implement a new document - a temporary certificate of a citizen of Ukraine. The Ministry of Internal Affairs of Ukraine explained that this step is necessary for citizens who are in temporarily occupied or warring territories.
According to the resolution, an experimental project for the temporary certificate of a citizen of Ukraine for persons in conflict territories begins. This project is planned for a two -year term.
The Ministry of Internal Affairs officially notes that this step will help in returning Ukrainian citizens from dangerous zones through third countries. However, it is important to avoid the possible use of this document as recognition of occupied territories by the aggressor state.
In turn, at the meeting of the coordination headquarters, it was decided to develop a project that provides for the issuance of a temporary certificate of a citizen of Ukraine to persons who are in the territories with hostilities or temporarily occupied.
This decision enables the citizens of Ukraine to obtain a document confirming their identity and citizenship. This will allow them to leave the territory safely, including the Russian Federation, enter other countries and contact foreign diplomatic institutions to obtain a passport of a citizen of Ukraine for traveling abroad.
The use of this document in the territory of other countries will be consistent with the help of the Ministry of Foreign Affairs.
