On April 3, 2025, the chairman of the Parliamentary Committee on Health of the Nation, Mikhail Radutsky, registered an important bill # 13131, which can change the system of medical certificates for drivers in Ukraine. The innovation provides for the cancellation of paper medical certificate of form 083/o for drivers. Instead, all information about the suitability of drivers to operate vehicles will be available through an electronic health care system (ESOO) integrated with the register of military service.
Instead of paper certificate, drivers and driving candidates will receive medical information through ESOO, which will become the main platform for maintaining their health data. Drivers' health information will be stored in the patient's electronic card, which will store and exchange data between government agencies without the need for physical documents.
According to the new bill, the medical data of drivers and candidates in the driver will be automatically transmitted through the Trembita system to several important platforms, in particular to the action portal, the Unified information system of the Ministry of Internal Affairs (Ministry of Internal Affairs (Ministry of Internal Affairs) and transport safety system. Thanks to this, all medical indicators and tolerances will be available for electronically verified.
One of the main aspects of innovation is transparency and convenience for drivers and public authorities. Now there will be no need to visit hospitals for paper certificates. All the necessary data will be available online, which will simplify the process of obtaining driver's licenses and facilitate control over the health of drivers.
According to the new rules, candidates for driving license and drivers who need a medical examination are required to undergo a medical examination that will be recorded in the electronic system. However, medical admission to vehicles will be provided only by the results of the examination and confirmation of health.
Replacing paper certificates for electronic records will significantly reduce the administrative load and reduce the likelihood of fraud. The system will also simplify the process of data exchange between different state institutions and will provide better interaction between authorities and citizens.
