Ukraine will introduce a new financial control system for effective use of EU aid

A new financial control system will be launched in Ukraine, which will help to use the EU financial assistance, allocated for reform and rebuilding the country after the war. This was reported by the Head of the State Audit Service of Ukraine Alla Basaleva. In particular, it is about 50 billion euros within Ukraine Facility, distributed for 4 years.

“Ukraine needs to accomplish an important task - to ensure the most efficient use of these funds, especially at the local level. To do this, you need to change the financial control system. This will allow you to use resources rationally, plan financial costs and ensure the responsibility of all participants in the process, ”Basaleva said.

She emphasized that DASU is actively involved in these changes, as it is one of the key bodies for the control of EU funds. The State Judicial Service is already cooperating with the European Directorate for Fraud Prevention (OLAF). In the future, European institutions will receive full information about the violations identified.

Ukraine should also create an independent coordination service for combat fraud (Afcos) in accordance with EU standards. This service will form a national strategy, identify vulnerable places in the management of EU funds and eliminate them in advance.

Basalaeva noted that as part of Ukraine Facility, a clear regulation of all procedures is prescribed: graphics, deadlines, priorities. Payments will be made quarterly depending on the applications submitted by Ukraine and estimates of the European Commission on compliance with all conditions.

The state should ensure transparency of tenders, access to public information, open competition and justice. EU Member States and the European Commission will be able to communicate directly with the participants of the program at local and regional levels.

“Ukraine facility is not only financial assistance, but also the path to EU membership. It is a joint work of state institutions, business and civil society, which will contribute to transformation and expansion of responsibility. The restoration and development of Ukraine after the war will depend not only on our partners, but also on ourselves, ”Basaleva stressed.

She noted that each manager should clearly plan the financial expenses and manner to dispose of funds.
