The introduction of paid roads in Ukraine can be an important step in developing the country's transport infrastructure. According to Deputy Minister of Finance Alexander Coffee, the creation of such a system will require significant investments - about UAH 7 billion. This initiative provides two main implementation options: paid concession roads and toling for freight transport.
- Paid concession roads, this format provides for the construction of roads investors who receive income from fares. This allows you to return the invested funds and stimulate the creation of high -quality road infrastructure.
- Toling to Toling is a system where cargo transport pays for the use of major government roads depending on the distance traveled by the vehicle. To implement this approach, you need to create an infrastructure for automatic control and fundraising. It will record the moment of departure of the car on the road, track the entire route and calculate the amount of payment.
Ukraine is considering several technological solutions for paid road implementation:
- Vignets - special stickers or documents that confirm the payment for the use of roads. This method is popular in the Czech Republic and Slovakia, but because of the large territories of Ukraine its effectiveness is doubtful.
- GPS appliances are devices that fix the transport route through satellites.
- Magnetic frames with RFID marks -a system that reads labels at entrances and exits from paid roads.
The introduction of toling for freight transport can significantly increase the budget due to the payment for the use of heavy cars. This is especially important, because they cause the greatest wear of the road surface.
Ukraine should focus on the best European practices to ensure the transparency and efficiency of paid roads. Most transport companies (82%) support the idea of introducing paid roads, but provided the quality of existing infrastructure is improved.
