Housing subsidy in Ukraine is an important mechanism for reducing utility costs, especially for those who have a limited budget. However, not all citizens can claim it because there are certain requirements that can be a basis for refusing payments.
One of the main conditions is the area of housing. If the apartment exceeds 130 square meters and the house is 230 square meters, no subsidy is provided. Exceptions are made for large families, family -type orphanages, foster care and cases where housing is made in several personal accounts. If, within 12 months, one of the household members made the purchase of real estate, cars, building materials or other large financial transactions worth more than 50 thousand hryvnias, it may cause refusal. Such transactions also include large money transfer or investment. If the applicant has more than one living space, except dormitories, rural homes or housing in temporarily occupied territories, he will be denied a subsidy. The subsidy is also not provided if the household has a car issued less than 5 years ago or more than one vehicle under 15 years of age.
Another reason for failure is the presence of debt. If the applicant has a debt for utilities or alimony in excess of three months, he or she will not receive a subsidy. Exceptions may apply to persons under house arrest, treating drug addiction or recognized as missing. If a subsidy has been received earlier and no funds are refunded at the request of social security bodies, a new subsidy will also not be assigned. If the household members do not have official income, their average income is lower than the minimum wage or has not paid a single social contribution (ESA) during the last three months, it will be the basis for refusal.
According to the rules, there are categories of citizens for whom these requirements do not apply: students. Unemployed, registered at the employment center. Military. Seniors. Persons who have confirmed difficult life circumstances.
