President Volodymyr Zelensky signed decrees on the entry into force of the sanctions of the National Security and Defense Council of Ukraine of February 5. The restrictions apply to 57 captains of the shadow fleet of the Russian Federation and 55 persons involved in the illegal export of Ukrainian cultural heritage.
56 citizens of the Russian Federation and one citizen of Iran, who managed the vessels involved in the illegal export of Russian oil to the bypass of the price ceiling, came under sanctions. They carried out the transshipment of oil in the sea and resorted to other illegal schemes.
Among the captains who were under sanctions:
- Nicholas Tom (Captain Tanker Liberty ),
- Gregory Motalene ( Bolero ),
- Alexander Yurpalov ( Cassiopeia ),
- Alexander Filkin .
All these tankers are already under the sanctions of the United States, the United Kingdom and the EU. Their operator is Sovcomflot , which also has been restricted from the US and Britain.
In addition, sanctions are imposed on:
- Yevgeny Bezrukov ( Moti Gatik Ship Management Operator ),
- Igor Kucherova ( Fjord Seal Prominent Shipmanage Limited Operator , Registered in Hong Kong),
- Ali Mohsen ( Daksha , Oceanlink Maritime DMCC , registered in the UAE).
These sanctions are expected to help synchronize Ukrainian restrictions with the actions of international partners and complicate the Russian Federation attracting experienced captains. This, in turn, will increase the cost of the shadow fleet and complicate its activity.
Sanctions have also been imposed on persons who participated in illegal archaeological excavations in the temporarily occupied territory of Crimea and export of cultural values.
The list has been included:
- First Deputy Minister of Culture of the Russian Federation Sergey Obrivalin,
- Deputy Minister Volodymyr Osintsev,
- Head of the Department of State Protection of Cultural Heritage of the Ministry of Culture of the Russian Federation Roman Rybalo,
- Director of the Institute of Archeology of RAS Mykola Makarov.
Sanctions also imposed on:
- Michael Piotrovsky (CEO of State Hermitage),
- Elizabeth Likhacheva (Director of Pushkin State Museum of Fine Arts),
- Sergiy Solovyov (head of illegal archaeological expeditions in Chersonese Tavriysky).
Among the persons with dual citizenship under sanctions were:
- Olga Burova (First Deputy Minister of Culture of the Republic of Crimea "),
- Yevgeny Gorlachev (Director of the Melitopol Museum of Local History, handed over information about the place of storage of Scythian gold),
- Elzar Khairedinova (Head of the Department of History and Archeology "Crimean Federal University named after Vernadsky").
In addition, illegally registered museums operating on the basis of expropriated cultural values were restricted:
- State Historical and Archeological Museum-Reserve Chersonese Tavriysky,
- East Crimean Historical and Cultural Museum-Reserve,
- Tavrida Central Museum.
