Zelensky is reforming the system of booking doctors

President of Ukraine Volodymyr Zelensky signed a decree that enforces the decision of the National Security and Defense Council of Ukraine (NSDC) to counteract the threats to national security in the field of health care in a special period. This decree contains a number of orders of the Cabinet of Ministers of Ukraine aimed at enhancing the efficiency of medical institutions and ensuring uninterrupted medical care during the period of martial law.

1. Prohibition for the appointment of physicians to positions not related to their specialty

The Cabinet of Ministers has been entrusted within a month to adopt normative legal acts that prohibit appointing persons with medical education for military positions that are not related to medical practice, except when such a decision is made with their consent.

2. View Conditions for Booking Medical Workers

The government should consider changes in the mechanisms of reservation of doctors, rehabilitation professionals and other health care employees working in state and municipal health care institutions. In particular, is discussed:

  • Removal of restrictions on the number of military personnel of medical facilities that can be booked, regardless of their military accounting specialty.
  • Implementation of clear criteria for identifying critical institutions for the functioning of the economy and providing the Armed Forces.

3. Digitalization of processes in medical examinations

According to the NSDC decision, the government should accelerate the introduction of digital technologies in the system of military medical commissions, including the automation of the accounting of medical examinations of conscripts, military servicemen and wounded servicemen.

4. Medical rehabilitation for military personnel

It is planned to strengthen the legal regulation of rehabilitation assistance to military personnel in military medical establishments, as well as the creation of electronic mechanisms for sending military to civilian medical institutions.

Improvement of blood system : the government should implement measures for the organization of the system of procurement, processing and transportation of donor blood within three months.

Protection of the electronic health care system : Particular attention is paid to the introduction of cyberhygiene measures to protect patients' personal data.

Distribution of financing of scientific research : the Ministry of Health and the National Academy of Medical Sciences have been tasked with optimizing the expenditures of the state budget for research aimed at rapid practical implementation of results.

These measures aim to optimize the work of medical institutions during the war, increase the efficiency of medical services, increase the support of servicemen and ensure rational use of resources.
