The United States President Joe Biden uses legislative powers to delegate part of liability to Ukraine to the Minister of Finance and the Secretary of State, within the framework of the Law on Recovery of Economic Welfare and Opportunities for Ukrainians (Repo).
This was reported on the official White House website.
It specifies that it is about powers under the law "On restoration of economic well -being and opportunities for Ukrainians" (REPO).
This law, adopted in April, gives the President the authority to withdraw Russian sovereign assets frozen in the United States and to transfer them to Ukraine for its restoration.
