The so-called "busification" — the practice of using force by employees of territorial recruitment and social support centers (TCC) during mobilization — is gradually losing its relevance. This was stated by the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, Dmytro Lubinets.
The Ombudsman noted that his office carefully responds to all citizen complaints related to possible violations by the TCC. During 2023, the Office of the Commissioner received more than 4,000 complaints about such violations.
According to Lubinets, in many cases citizens' complaints became the basis for opening criminal or disciplinary proceedings. Some of them ended with penalties against the guilty persons.
The Ombudsman also emphasized that the gradual decrease in the number of such incidents shows that society and the authorities understand the need to respect human rights during mobilization activities. At the same time, there remain individual cases of violations that require increased control and reaction.
According to Lubinets, the situation surrounding mobilization processes is improving, but still needs attention, because even isolated violations undermine trust in the system.
