The impact of new rules for the import of humanitarian aid on the activities of volunteers

On December 1, a new procedure for the import of humanitarian aid has been launched in Ukraine, which caused outrage among volunteers. According to the Cabinet of Ministers Resolution, volunteers are given 90 days for authorization in a single automated system and reporting on the scale and results of the assistance provided. Changes are implemented for greater transparency and control over the movement of humanitarian goods across the border.

The analysis of the joint action center showed that the preliminary changes made in March 2022 significantly facilitated the transportation of assistance across the border, allowing individuals to fill in the customs declaration during the border crossing. However, the simplified procedure also opened up opportunities for fraud and unscrupulous use of humanitarian aid.

The new rules stipulate that volunteers should be authorized in a single automated system and indicate in detail the list of humanitarian cargoes. Up to 90 days after the import of assistance, they should report on the distribution, quantity and balances in the warehouse. Volunteers expressed indignation in the innovation, pointing to its complexity and possible impact on the promptness of assistance.

Despite the pressure of power and volunteer organizations, many citizens have expressed dissatisfaction with a new order. It is noted that the lack of a clear opinion of volunteers and the lack of participation in the formation of the decision can adversely affect the flow of humanitarian aid and exacerbate the situation on the forefront.
