The head of the Ministry of Foreign Affairs of Russia, Sergey Lavrov, made a categorical statement rejecting the possibility of negotiations with Ukraine regarding the territories in the Kursk region. Speaking to journalists, Lavrov noted that the issue of the Kursk region is not even up for discussion.
"I am sure that there is nothing to even talk about the Kursk region... We do not discuss our territory with anyone. We are not negotiating about our territory," the minister said.
He also added that Russia considers four regions - Donetsk, Luhansk, Zaporizhzhya and Kherson - as "its territory". And that Putin in June 2024 offered Ukraine to settle the situation on the basis of "realities on the ground"
