Mobilization in Ukraine and who and where can serve summonses

In November 2024, the President of Ukraine, Volodymyr Zelenskyi, signed laws that provide for the extension of martial law and general mobilization for another 90 days. This means that martial law and mobilization will continue until February 7, 2025. At this time, men of conscription age can receive summonses and be drafted into the ranks of the Armed Forces of Ukraine. However, many citizens still do not fully understand who exactly has the right to serve these summonses and what the notification rules are.

According to the explanations of Roman Istomin, the spokesman of the Poltava regional TCC and SP, the main participants in the process of serving summonses are the police and military personnel of the territorial recruitment and social support centers (TCC and SP). They are the main bodies that notify conscripts.

In addition, the notification group may include representatives of local self-government bodies and authorities, if the notification is carried out on the territory of a specific community or organization. For example, if the summons is served at the enterprise, the representatives of this enterprise also have the right to participate in the notification. The same applies to apartment buildings, where a board representative can be included in the group.

The summons that the conscript receives specifies the specific date and time when he must appear before the TCC and SP. If a person does not appear at the appointed time, it is considered a violation of the rules of military registration or legislation relating to defense and mobilization.

In this case, the violator may be prosecuted. In particular, the police have the right to contact law enforcement agencies to detain a person who evades mobilization, which may lead to legal consequences, including administrative sanctions.

Continued mobilization is an important part of national defense, and Ukrainians must be ready to participate in the defense of the country. Conscripts, having received a summons, are obliged to visit the TCC and SP in a timely manner to perform their duties. Thus, compliance with notification rules and a timely response to receiving a subpoena are critical to strengthening Ukraine's defense capabilities.
