Ukraine is working on reforming the conscription system to attract young citizens to the Armed Forces. This was announced by the deputy head of the Presidential Office Pavel Palis in an interview for the Associated Press. According to him, the current set of inherited from the Soviet times, inhibits development and requires significant changes.
Last year, Ukraine passed a law on mobilization, reducing the conscript age from 27 to 25 years, but these measures did not give the expected result in replenishing the ranks and compensation for losses among the military. The new initiative, which Pavel Palis called a "honest contract" is aimed at attracting 18-25-year-olds who are not currently subject to mobilization, as well as those who have a deferral or dismissal.
The main provisions of the plan include:
- Financial incentives for recruits;
- Guarantees of training for young soldiers;
- Measures to establish an effective dialogue between the military and their commanders .
One of the goals of the initiative is to establish a professional and transparent relationship between commanders and soldiers. According to Palis, this will help to create effective interaction within the army.
