For the first time, the Ukrainian Tax Service received data on the financial accounts of Ukrainian citizens abroad within the framework of international automatic exchange of tax information (CRS). According to Danylo Getmantsev, the chairman of the Verkhovna Rada Financial Committee, since September 30, the tax authorities received information on more than 500 thousand accounts, where the balance exceeds 200 thousand euros.
Common Reporting Standard (CRS) is an international system of tax information, introduced by the Organization of Economic Cooperation and Development. It allows the tax services of 110 countries to exchange data on non -resident financial accounts. The system participants are all EU countries, and Ukraine joined it in 2023.
Banks, insurance companies, payment systems and other financial institutions provide information about:
- name of the account owner, address and tax residence;
- tax number;
- account balance and income (dividends, interest).
These data allow the tax authorities to identify undeclared income, control taxes and prevent evasion.
The first data exchange in 2023 took into account the accounts opened after July 1, 2023, with a balance of more than $ 1 million. In 2025, information is exchanged for accounts with smaller amounts (more than $ 250,000 for organizations).
An important aspect is the definition of tax residence. It does not always coincide with citizenship and depends on where a person lives for more than 183 days a year, his children work or study. This is especially true for Ukrainians who, through war, live abroad and have become tax residents of other countries.
The tax service will analyze the data obtained to identify possible violations. However, for persons with small accounts on accounts during martial law, information will not be considered important for taxation.
Lawyers emphasize that international information exchange is only a data collection tool, and further actions depend on each country. Ukraine's participation in CRS is also an important stage in the way to integration into the EU.
