The law on civil circulation of weapons, which is considered in the Verkhovna Rada, raises doubts and indignation in the expert environment. Lawyer Yevgeny Pronin considered the key provisions of the bill and expressed his opinion about the risks they can carry.
According to him, the proposals made to the bill can be considered "wild". Among the key provisions are the restriction on the purchase of short-barreled firearms, which provides for the age of 30 years and the presence of a 5-year preliminary possession of another permitted weapon. Criminal liability for illegal handling of smooth -bore weapons is also provided, which replaces existing administrative liability.
A separate theme is wearing a award weapon, which will be allowed from the moment of receiving the award, even for people from the age of 18. Weapons of this type will be allowed to wear during the amendments to the law.
According to the bill, the Ministry of Internal Affairs will have unlimited access to the housing of weapons owners for inspections at any time. In addition, owners of registered weapons can be subject to criminal liability, including imprisonment for up to three years, for carrying their own weapons.
The lawyer also noted that the bill provides for mandatory notification to civil aviation authorities about the transportation of weapons outside the region, which can significantly limit the shooting activities and increase the volumes of traumatic weapons.
The expert defined proposals as "wild" and expressed anxiety about their possible consequences.
