Ukraine continues to negotiates the return of its citizens from Russian captivity, but the process remains extremely difficult and unpredictable. According to Dmitry Lubinets, the Verkhovna Rada Commissioner for Human Rights, there will be positive news by the end of the year, but the risk of disrupting agreements on the part of the Russian Federation remains high.
Lubinets stressed that the United Arab Emirates are the main mediator in these negotiations. At the same time, the Russian side demonstrates the unwillingness to comply with obligations, which complicates the return of prisoners of war and civilians.
"You can never be 100%sure when it comes to agreements with Russia," the Ombudsman said, emphasizing the risks of the Russian Federation.
Russia blocks cooperation on the return of deported Ukrainian children. According to Lubin, each case of return of the child requires a separate complex surgery. There are about 1.5 million children in the occupied territories who can potentially be deported to Russia, which is a gross violation of international law.
The Russian military continues to commit crimes against Ukrainian prisoners. Earlier, at least two unarmed prisoners in the Kursk direction and five near the collet became known. Such actions again confirm the cruelty and lawlessness that the Russian Federation commits in the war against Ukraine.
President Volodymyr Zelenskyy has previously reported that not only military but at least six Ukrainian mayors and community heads are in Russian captivity. The Ukrainian authorities continue to work on the return of every citizen, but the Russian side complicates this process by constantly ignoring international norms.
