The State Bureau of Investigation (DBR) revealed a large -scale illegal mobilization evasion scheme organized by a military official and a private entrepreneur in Kiev. They have established the production of fictitious medical documents in order for the evaders to be able to avoid service in the army, receiving a deferral or even a complete "dismissal" from service.
The scheme organizers offered two basic options for evasion. The first of them was to write off citizens for health reasons, and the second - in a fictitious entry into one of the educational institutions of Kiev, followed by booking at work. This approach not only avoided the service, but also to create the appearance of a legitimate solution to the issue.
Customers had to pay a considerable amount for obtaining such "deferral" from the service. The cost of the first option (writing off for health) was about $ 25,000, and for the second option (entering the school) - $ 5,000. One of the clients who chose the first option transferred $ 7,000 to the organizers, and then another $ 10,000 after the preparation of documents.
Law enforcement officers detained the scheme participants during the transfer of the last tranche of a bribe. The suspect was informed of the suspicion of obtaining an undue benefit that provides for serious sanctions - up to 10 years in prison.
It turned out that the scheme was not limited to a few customers. At least 10 people have used the services of malefactors. To implement the plan, they fictitiously "assigned" to graduate school and other educational institutions, which allowed them to legitimately avoid the conscription. It was also found that employees of one of the shopping center of Chernihiv region were involved in this process, which indicates the presence of abuse at several levels.
The investigation is ongoing, and law enforcement officers continue to work on gathering evidence. New reports of suspicion to other participants of this large -scale scheme are planned. Additional data on other persons who could use the services of malefactors, which complicated the work of the mobilization bodies, are studied.
