Denis Monastyrsky, the then head of the Ministry of Internal Affairs of Ukraine, decided to issue a weapon of civilian population at the beginning of a full -scale invasion of Russia in Ukraine. This decision is defined as a strategic action for the defense of cities from the occupiers.
Lesya Chervinskaya, an advisor to the Ministry of Internal Affairs, said that such a step was designed to ensure that citizens could defend their country. The Deputy Commander -in -Chief of the Armed Forces Mykola Balan stressed that this initiative was launched not only in Kiev but also in all cities of Ukraine. Weapons were intended to create opportunities for a large number of people to participate in the country's defense.
Igor Klimenko, a modern Interior Minister, noted that the decision to produce weapons was accompanied by a high risk for the monastery. It is stated that this step was the best solution in the first days of the war.
Yevgeny Mironenko, the head of the patronage service of the Ministry of Internal Affairs of Ukraine, added that the Ukrainian units successfully organized a quality information and psychological operation against Russia. In particular, a narrative was created that every Ukrainian is ready to defend his country, which gave the occupiers a sense of threat even from ordinary citizens.
It should be noted that Denis Monastyrsky died in a plane disaster on January 18, 2023, together with his first deputy Eugene Yinin. Both aircraft passengers were killed and the total number of victims was 14 people.
