The State Audit Service of Ukraine (DASU) plans to introduce a European model of financial control at international funds aimed at restoring the country in order to ensure their effective and transparent expenditures. This was reported by DASU Chairman Alla Basaleva in the publication for Economic Truth.
One of the key initiatives is the creation of the European Union of the Ukrainian Facility (Ukrainian Facility) worth 50 billion euros over the next 4 years. According to her, this fund will be fully controlled by the European Union, and DASU will be a key national controller for its efficiency.
"The multi -level structure of financial control is optimal, because it will interact with all - DASU, the Office of the Prosecutor General, SBU, NABU, DBR, Babb. This model will work not only for financial control over Ukrainian facility funds, but also in general for all international donor funds."
Currently, financial control is carried out through operational cooperation between DAAS and the European Office for Abuse and Fraud (OLAF). According to the plans, DASU should become a key information node for OLAF and other services, which gives the authority to effectively detect and prevent corruption.
Alla Basaleva expressed the opinion that the national contact point, which is already working with OLAF, can be the basis for the creation of the National Fraud Coordination Coordination Service (Afcos). This service will maintain violations and analyze possible problems to prevent negative phenomena.
"We do our best for international partners, trusting us considerable funds, they are sure of their effective use," the head of DASU stressed.
Alla Basaleva also emphasized that the successful transition to a new model of control will need to be made legislative changes, and now the European Commission positively evaluates Ukraine's progress in the protection of EU financial interests.
