Elimination of MSEK and what will change for patients and the system

Viceremier-Minister on European and Euro-Atlantic Integration Olga Stephanyshyn explained the intricacies of adoption of the bill on the elimination of medical and social expert commissions (MSEC). According to her, it was impossible to cancel the MSEC without creating an alternative mechanism, because this system was important to ensure the functioning of many processes.

Stephanishina reported that all reform was based on the inheritance of former MSECs, which provided some support for its implementation. "It was impossible to convey their functions anywhere," she said. Viceremierka also emphasized that she personally filed 119 amendments to this bill, since in his initial version he contained both positive aspects and problematic aspects.

One of the key advantages of the new system is the transparency of the processes, their complete digitalization, as well as ensuring the privacy of patients. It is envisaged that experts of the new system are obliged to declare their income. Former MSEC members will no longer be able to participate in the work of the new structure.

The Cabinet of Ministers has been set aside for six months to develop a new document that will determine the distribution of functions between the relevant sectors.

Stephanishina also expressed the opinion that in Ukraine it is necessary to abandon the concept of disability groups. "Today we have to talk about a specific person who has certain medical restrictions.

The reform is aimed at creating a more modern, transparent and effective system of supporting people with medical restrictions.
