A new method of serving summons will be introduced in Ukraine: from July 16, 2024, they can be sent by mail. This will become possible after the 60-day period for updating military registration data is over.
This was announced by the spokesman of the Ministry of Defense Dmytro Lazutkin.
It is planned that summonses will be sent by registered mail. Currently, the document is considered officially delivered only after a personal signature. However, after July 16, even if the person is not physically present at the place, the mechanism of bringing to administrative responsibility will begin.
"A registered letter arrives, a person either signs, or refuses, or the summons is returned and considered delivered," explained Lazutkin.
The document will have the status of delivered without the addressee's personal signature based on the Ukrposhta stamp with the date of dispatch. Also, summonses can be delivered by police officers, managers of condominiums, housing complexes, and building managers.
Lawyer Zhanna Hrushko noted that representatives of the TCC can notify Ukrainians of a summons to the Military Commissariat by phone. Authorized persons from the executive committees of local councils also have this right.
After answering the call, it is necessary to record that the person has been properly notified. Other methods of notification include receiving a subpoena at your place of work or study. Heads of educational institutions can serve summons together with the order, if they have a certificate of "Authorized to serve summons", issued on the basis of the order of the head of the OVA.
