In Ukraine, the largest banks are preparing to introduce stricter restrictions on the transfer of funds for customers with unconfirmed sources of income. According to the memorandum, which is planned to be signed today, the limit on transfers will decrease from 150 thousand hryvnias to 50 thousand hryvnias per month for "risky" clients. This innovation is designed to strengthen control over financial transactions and fight against the shadow economy.
According to the information, the memorandum provides for restrictions that will apply to:
- Transfers from card to card;
- Transfers to accounts using IBAN details;
- All client accounts opened at the bank, regardless of currency (hryvnia or foreign currency).
For customers with verified sources of income, the limits will remain higher, but for the rest, new limits will be gradually introduced:
- 150 thousand hryvnias per month from February 1, 2025;
- 100 thousand hryvnias per month from June 1, 2025.
For customers with a high level of risk, the maximum limit will be 50 thousand hryvnias every month.
Banks-signatories of the memorandum note that these measures are aimed at:
- Strengthening of financial monitoring within the framework of European integration;
- The fight against the shadow economy;
- Combating illegal activities related to the use of bank accounts by "droppers" (persons who allow their accounts to be used for illegal transfers).
The National Bank of Ukraine has already introduced restrictions on card-to-card transfers from October 2024, but new initiatives by banks are even tougher. In addition to combating "drops", these measures are expected to help increase the transparency of financial transactions and reduce the scale of tax evasion.
At the same time, experts note that such restrictions may affect ordinary customers, especially those who work in the small business sector or receive income from abroad. Banks will have to consider the balance between the need to strengthen control and ensure comfortable conditions for their customers.
