Russia has again declared its refusal to hold talks with Ukraine while the Armed Forces of Ukraine (AFU) hold part of Kursk Oblast. This position was expressed by the Secretary of the Security Council of the Russian Federation Serhiy Shoigu, who also accused the Ukrainian troops of trying to seize the Kursk nuclear power plant, which he described as "nuclear terror."
Shoigu claims that Russia is not negotiating with "terrorists", noting that Ukraine's demands for the negotiation process are unacceptable. This speech took place after information appeared in the media about the "Sholtz plan", which provides for the possibility of Ukraine giving up part of the territories as a condition for the start of negotiations.
The position of the Kremlin demonstrates a tough approach to the terms of the negotiations and further complicates the prospects of achieving peace in the conflict. At the same time, the Minister of Foreign Affairs of Russia Sergey Lavrov also expressed a demand to include the issue of "people's rights" in the agenda of the negotiations, which further complicates the possibility of a constructive dialogue between the parties.
