Recently, the information space was shaken by the news that on March 22, 2024, the SBU caught Serhiy Vinnichenko, the acting head of the DIAM Department in the Sumy region, in the act of accepting a bribe.
It would seem like another piece of news about the fight against corruption among officials, but this situation attracts much more attention than it might seem at first glance, and here's why: everyone knows that DIAM declares zero tolerance for corruption in its ranks, but few people know that these are just populist statements of the DIAM leadership, which they publish on social networks, because systemic corruption and violations of urban planning legislation have been reigning in DIAM for a whole year - since the moment when Oleksandr Novitsky took the post of acting head. Heads of DIAM.
For more than a year, the position of Chairman of DIAM has been held by a previously unknown Oleksandr Valeriyovich Novitskyi, who is neither a specialist in the urban planning industry, nor a top manager, nor a champion of corruption. Everything is completely the opposite...
According to the SBU, Serhii Vynnychenko, acting head of the DIAM Department in the Sumy region, was detained at the time of handing over a bribe for the issuance of a certificate of readiness for a construction site in the front-line zone. Our sources do not yet have reliable data about which object was the last extortion for Vinnichenko, but our publication will report this information later. The sanction of the article for the official of DIAM provides imprisonment for a term of eight to twelve years and confiscation of property, but it is interesting whether Serhiy Valeriyovych will testify against his leadership, which in turn was "in darkness and in fate." In such a situation, DIAM's statement about its alleged full readiness to cooperate with the investigation to establish the facts of the commission of the offense in full, as well as to prevent similar crimes, looks especially cynical.
Perhaps, in order to understand and prevent similar offenses, Oleksandr Novitskyi should first look in the mirror, and then at his environment, which he dragged into DIAM without competition.
Since DIAM stated that they have already prepared an order to suspend Serhiy Vinnichenko from work with subsequent dismissal from his position, we recommend that he cooperate with the investigation and report all known illegal actions of Oleksandr Novytskyi and his accomplices, in particular Kostyantyn Ivanovich Parashchenko, who, in fact, and was responsible for the cover-up of ordinances in the Sumy region.
Kostyantyn Parashchenko is the head of the Department of Internal Control and Security of DIAM, he was "transferred" by Novytskyi to work at DIAM without a competition during the legal regime of martial law with the NAKC, where Parashchenko only held the position of chief specialist of the Department of Monitoring and Control of the Implementation of Acts of Conflict of Interest Legislation and prevention of corruption. Good career growth from the chief specialist to the head of the Department of Internal Control and Security of the central executive body. It is worth noting that even earlier Kostyantyn Parashchenko held the position of ordinary inspector of the Department of Patrol Police in the city of Kyiv. This is how the "social elevator" works, when it is necessary to cover up the illegal activities of the Chairman of DIAM and serve Novitskyi on any issue.
And although DIAM reacted to the event quite quickly, there are many doubts that the department is ready to cooperate with the SBU, and here's why. First of all, Serhii Vinnichenko was sent to head the DIAM Office in Sumy Oblast by personal order of Oleksandr Novitsky, as "his man", with certain duties that were not disclosed. In general, Novytsky is very diligently trying to saturate the structures of DIAM with "his people", in particular, sectarian parishioners of the Church of the Heavenly Architect's House and the Hnidyna local church of evangelical Christians, where Novytsky himself preaches. But these facts deserve a separate article, in particular, about how Oleksandr Novytskyi and pastor Vasyl Davydyuk "cut" bribes from developers through charitable contributions allegedly for the development of churches.
Secondly, according to information from our sources in the law enforcement agencies, they know that back in the fall of 2023, one of the employees of the DIAM Office in the Sumy region was provided with classified information to Kostyantyn Paraschenko that Vynnychenko had previously received illegal benefits for making decisions that are within the scope of his competences. As a result, "policeman from NAZK" Parashchenko, on the instructions of Novitskyi, ignored such a report, although as the head of the Department of Internal Control and Security of DIAM, he should have started an internal investigation. Moreover, when an employee of the DIAM in the Sumy region appealed to Parashchenko again with a memo through the ASKOD electronic document management system with a demand to respond to the facts of Vinnychenko's corrupt actions provided by him, Oleksandr Novytskyi the next day with his illegal order took the employee-whistleblower to a simple, but official - and there was no reaction from the side of Paraschenko and Novytsky, respectively, - a circular guarantee. I wonder how quickly Nowytskyi will now prepare an order for the dismissal of Parashchenko, whose inaction led to the development of corrupt practices in the DIAM Department in the Sumy region?
A wolf in sheep's clothing Novitsky hoped that the situation with illegal breeding in the common would remain in history and no one would find out about it, but Serhiy Vynnychenko together with Kostyantyn Parashchenko played their card differently, and therefore the pseudo-corruption fighter Novitsky becomes an accomplice in Vynnychenko's crime with Parashchenko's tacit consent. In addition, the State Labor Service obliged Novitskyi to cancel the illegal decision regarding the dismissal of an employee of the DIAM Office in the Sumy region.
Moreover, over time, other facts of abuse of official position and illegal dismissals of employees by Oleksandr Novitsky, with the aim of establishing his "own unlimited power" and covering up his illegal actions, will be published. After all, Oleksandr Valeriyovych fires or dismisses absolutely everyone who reasonably does not agree to sign his illegal decisions, as well as those who give incriminating statements to law enforcement agencies against Novitskyi. In fact, Oleksandr Novitsky does not sign any documents related to the issuance of permits for the start of construction work or certificates of readiness of facilities for operation, but no such application passes him by, absolutely all of them must agree personally with Oleksandr Novitsky and receive his decision : "plus" or "minus", despite the absence of norms of such agreement in the current legislation. However, the desire for self-assertion and unlimited power blinds preacher Novitsky, forcing him to disregard the laws of Ukraine. Is it so evangelical?!
Kostyantyn Ivanovich Parashchenko is a rather odious person in DIAM, who also deserves a separate article in the press, given the number of his scandals, information about which we already have, but for now we will only note the reference to the official information from the declarations, which quite clearly demonstrates the sources of income finances of unknown origin to the family budget of the Parashchenko family of officials. Although it is already becoming clear that bribes from the regional DIAM Offices make it possible to repay the mortgages of Kostyantyn and Margarita Parashchenko without hindrance.
It is worth starting with the declaration of Margarita Oleksandrivna Parashchenko, since the fashion of registering property for the wife did not bypass the Parashchenko family either. The NAKC has information about how Margarita Oleksandrivna submitted her declaration as a candidate for various positions for four (!!!) years, trying to get a job, but she was lucky only in 2021 and immediately to the position of chief specialist of the DIAM Corruption Prevention and Detection Sector . Interesting coincidence, don't you think?!
Before employment at DIAM, Margarita Parashchenko worked at "Pharmagate" LLC - a large consulting company in the field of drug production, but judging by Margarita Oleksandrivna's salary for 2018, which was UAH 35,324, the position in a powerful company was, to put it mildly, , not really... However, such a salary enabled Mrs. Parashchenko to purchase an apartment in Brovary, the size of 39 m2 with the declared value of 327,502 UAH. We are sure that it was thanks to the help of her future husband - Kostiantyn Ivanovich, who, working as an ordinary inspector of the Department of Patrol Police in the city of Kyiv, showed a great knack for trading property rights of objects under construction. Quite a good way to legalize bribes, Konstantin Ivanovich! It was during the time of working in the patrol police that the future newlyweds met, because after "Pharmagate", Margarita Kondratenko at that time joined the ranks of the patrol police, continuing to look for a better fate, sometimes at vacancies in the Office of the President of Ukraine, then at NABU, but all in vain.
Kostyantyn Parashchenko, judging by the declarations of the NAKC, not having sufficient official income for this at his main place of work, quite successfully acquired and implemented property rights to objects of unfinished construction in the residential complex in the suburbs of Kyiv. It is a well-known fact that not only developers, but also banking institutions that lend under installment or affordable mortgage programs, always check the borrower's financial condition. Thus, the conclusion is very simple - Kostyantyn Parashchenko contributed a significant part of the funds for such objects in cash, which he received as an illegal benefit in his position, since a significant advance payment makes it possible to soften the requirements for the borrower.
So, 2017, the first declaration of Kostyantyn Parashchenko for 2016 as an inspector of the Patrol Police Department in the city of Kyiv of the Patrol Police Department of the National Police of Ukraine with a salary of UAH 116,205, i.e. a little less than UAH 10,000 per month. No other monetary savings are indicated in the declaration. Not much for investing in real estate in the suburbs of the capital of Ukraine. We note that there is no information about real estate objects in Paraschenko's possession, nor about use under lease rights. We hope that the Office of the Patrol Police in the city of Kyiv did not serve as a hostel for Konstantin Ivanovich.
Further, in 2017, there was a one-time financial aid in the amount of UAH 112,000 from the Patrol Police Department and a salary for the year in the amount of UAH 131,447. There is no mention of monetary savings and real estate objects. At the beginning of 2018, Kostyantyn Parashchenko's net income amounted to UAH 359,652, for which Mr. Parashchenko would have had to somehow exist in the capital for two years. In such a situation, three options are possible, Kostyantyn Parashchenko:
- has been living in the premises of the Patrol Police Department in the city of Kyiv for two years;
- travels to Kyiv every day from Smila, Cherkasy region, where his parents live;
- unreliable declaration (for which responsibility should be provided, which Oleksandr Novitsky likes to repeat so much);
The year 2018 in the life of Kostyantyn Ivanovich Parashchenko becomes truly significant, as he has a rather wealthy father who immediately gives his son UAH 450,000, which at the time of this "gift" on 10/01/2018 is almost 16,000 US dollars. We congratulate Kostyantyn Ivanovych on the legalization of another income obtained illegally. Already on October 5, 2018, Kostyantyn Parashchenko acquires property rights to an object of unfinished construction - an apartment of 43.29 m2 in Kryukiv region, in the suburbs of Kyiv, and the salary for 2018 is only UAH 140,168, UAH 13,650 of which was paid for property rights per apartment, and UAH 40,000 remain in cash. That is, Kostyantyn Parashchenko lived the whole of 2018 in Kyiv on UAH 86,518, or a little more than UAH 7,000 per month. By the way, Kostyantyn Ivanovych did not specify the cost of the notarial certificate of the agreement on the acquisition of property rights for the object of unfinished construction.
In 2019, Kostyantyn Parashchenko starts living with Margarita Kondratyuk in her brewery apartment, which she bought for UAH 327,502, with a salary of UAH 35,324 per year and no savings. A couple lives together, as it is now fashionable, but not married. This is not forbidden, but Oleksandr Novitsky and his spiritual mentor Vasyl Davidyuk have a completely different opinion. In addition, it was in 2019 that Parashchenko Kostyantyn Ivanovych began working at the NAKC, where he met his future patron - Oleksandr Valeriiyovych Novitsky, working as ordinary specialists of the Department of Monitoring and Control of the Implementation of Acts of Legislation on Conflict of Interest and Prevention of Corruption. However, with the transition to NAKC, incomes begin to grow rapidly: both official and not - as Paraschenko's colleagues note his good abilities in falsifying materials on the order of third parties. In 2019, Parashchenko earned 318,030, which at that time was roughly 13,000 USD, of which he also managed to save 95,000 UAH in cash. And as soon as it is possible to live in the capital of Ukraine with such incomes, as well as invest in real estate, it is a mystery!
for 2020 is much more interesting from the point of view of anti-corruption legislation . In the New Year, Kostyantyn Parashchenko sells property rights to an apartment in Kryukiv region for UAH 493,950, which as of July 30, 2020 was USD 17,840 at the official NBU exchange rate. However, in the declaration, Parashchenko indicates savings in the amount of USD 25,500, UAH 90,000, and the salary at the NAKC - UAH 655,069. One gets the impression that Kostyantyn Ivanovych has been living at the expense of his future wife Margarita Oleksandrivna all this time, and is transferring his own income into savings. In fact, no - the future spouse feels quite good at the expense of the funds received by Parashchenko from illegal activities in his position at the NAZK.
Also, the declaration finally shows an apartment in Smila, Cherkasy region, 49.7 m2, with the acquisition of ownership as early as 12.12.1995. Nowytskyi, what about declaration violations? Will there be a NACP protocol? Is everything possible for friends who write motivational letters to the candidate for the position of the Chairman of the NAZK?
And although due to his professionalism, Alexander Novitsky failed the competition for the position of the Chairman of the NAKC, Kostyantyn Parashchenko was not fired from his position, unlike Hanna Fedorivna Kinash, who nevertheless fell into disgrace due to her involvement in poor personnel decisions of Novitsky himself. But Novitsky cannot free himself, and his morbid narcissism prevents him from admitting his mistakes, so others will always suffer. Especially those who believe that they are in Novitsky's team and he is "for them".
In 2021 , Kostyantyn Parashchenko becomes the happy owner of the property rights to a one-room apartment from PrJSC "HC Kyivmiskbud" in Zlagoda residential complex on the street. Architect Verbytskyi, 1 in Darnytskyi district of the capital. The cost of such an apartment from the developer starts at UAH 1,530,000. The first installment was UAH 870,141 or approximately USD 31,700. By the way, we will carefully monitor the process of putting the completed facility into operation and will publish in detail all the violations with which Novytskyi and Parashchenko will enter the building, abusing their official position and pursuing their own interest.
Apparently, Kostyantyn Ivanovich walks from Brovary to work, does not eat or drink, but only invests in real estate, because with a salary of UAH 791,952 per year, he managed to save, despite the purchase of real estate, as much as USD 8,100 . For Margarita Kondratenko, the year 2021 was a breakthrough year - to pass the competition for the post of DIAM and also the chief specialist of the Sector for Prevention and Detection of Corruption, when you have been rejected by other state bodies for four (!!!) years, is really cool. The hand of the anti-corruption officer Novitsky is visible to the naked eye.
The year 2022 brought a total of UAH 1,116,756 and USD 15,000 in savings to the Parashchenky family budget, and 2023 was the year the Parashchenky were assigned to DIAM and NAZK and UAH 1,517,151 and USD 24,200 in savings.
A logical question arises, how and for what reason did Kostyantyn Ivanovich get to the position of head of the Department of Internal Control and Security of DIAM, and his wife took his position as the chief specialist at the NAKC? Conflict of interest? We believe that the NAKC is obliged, on the basis of Part 4 of Article 2 of the Procedure for Full Verification of Declarations, to establish the facts and circumstances of Margarita Oleksandrivna Parashchenko's appointment to the position.
The answer is surprisingly prosaic - Paraschenko is appointed to be responsible for all Novytskyi's corruption instruments, for all informal communications in DIAM, including visits to facilities during inspections (which is not part of his official duties) in order to control the "correctness" of the inspectors' work pre-agreed with the Novitsky scenario. A separate special assignment for Novitskyi Parashchenko, as well as Vasyl Vasyliovych Goshovskyi, is to call construction customers and then inform them that "it's so easy that they won't get a permit document or a certificate and something needs to be decided." In fact, Kostyantyn Parashchenko is Novitsky's pocket change to get out of any crisis situation with law enforcement agencies, because the entire "corruption component" is hung on him.
I wonder how Ms. Nataliya Kozlovska from her gas station in the Sumy region feels after Serhiy Vinnichenko's detention? After all, according to Oleksandr Novitskyi, this gas station in the front-line zone should be put into operation in any form, without renovation work, without implementation of fire safety and inclusiveness measures, only because this is a direct instruction of Nataliya Viktorivna. We hope that Vinnychenko will tell this story to the law enforcement officers in detail.
Pseudo-reformer Oleksandr Novytskyi surrounded himself with completely unprofessional but "faithful" people who, due to the appointment of controlled persons, continue to nurture the corrupt elements in the field. Faithful - according to Novitsky himself, because he still does not fully understand who is constantly informing the law enforcement agencies about all the illegal activities of the Chairman of DIAM. Perhaps this includes Parashchenko, who, having experience working in the National Police, has a good guess where this whole story may end and prepares a safe harbor for himself in advance.
It is such a bright cadre as Oleksandr Novytskyi who manages the central body of executive power, which is entrusted with the implementation of state policy in the field of state architectural and construction control and supervision, and Kostyantyn Parashchenko blindly serves him. Although, in fact, this is another bunch of autocrats who accidentally came to power and implements a policy of absolute irresponsibility and populism with interspersed official tyranny, enriching themselves due to the abuse of their official position and constant violation of the norms of current legislation, turning DIAM, which was really reformed in 2021, into an art chamber.
